Assistant Director/ Manager, Programmes

The Municipal Services Office (MSO) was set up in October 2014 to work on improving the Government's overall coordination and delivery of municipal services through the use of OneService@SG, the first Whole of Government (WOG) system designed to have oversight to track and monitor municipal issues, and help coordinate and resolve complex municipal issues amongst different agencies.


You will report to the Deputy Director / Programmes to focus on the conceptualisation, design and implementation of MSO’s new systems and initiatives on the mobile and internet space that will transform and create significant impact to the WOG and public citizenry to improve overall municipal service delivery in Singapore. This will also include being the Project Lead in managing the entire project line life cycle from strategic planning to tactical activities, including undertaking the requisite transformational and change management efforts to ensure a successful implementation. Manage the overall end to end procurement process from pre-tender to award for MSO’s mobile, internet and CRM systems.


You will also be required to oversee and manage contractors to ensure the successful implementation of projects within scope, schedule and budget including performance of contractors in meeting the service level agreements while developing and enhancing the relationships with key stakeholders, educational / research collaboration industry partners, partner government agencies and Town Councils to achieve overall customer satisfaction against established deliverables. As a technically proficient individual, you should be well informed of the current CRM, mobile and internet technologies, where you also will be required to play an inter-disciplinary role, bridging gaps between teams of different expertise, most notably between engineering-oriented and business oriented teams.


Pre-requisites


  • Strong technology background with 5 years of experience in enterprise-level mobile, internet and CRM systems.
  • Experience in the public sector or robust ICT experience in the private sector, preferably including the development, implementation and deployment of enterprise systems.
  • Demonstrated track record and experience in driving WOG ICT-enabled transformation and change management initiatives at an organisation level.
  • Good grasp of emerging technology trends.
  • Extensive project, vendor and contract management skills.
  • Strategic thinking skills with broad perspective of business, enterprise and operational issues.
  • Excellent written, verbal communication, presentation, influencing and negotiation skills.
